Union Minister’s Office
When Myanmar gained independence in 1948, transport and communications activities were organised under two ministries: the Ministry of Marine and Civil Aviation and the Ministry of Transport, Posts and Telegraphs.
In 1961, the two ministries were merged into the Ministry of Transport and Communications. In 1972, state-owned economic organisations were renamed corporations and the ministry was reorganised as the Ministry of Transport and Communications.
In 1992, it was restructured into three ministries: the Ministry of Transport, the Ministry of Rail Transportation and the Ministry of Communications, Posts and Telegraphs. Communications matters were handled separately by a dedicated ministry.
The Ministry of Communications, Posts and Telegraphs initially comprised two departments and one enterprise, making three organisations in total:
(a) Posts and Telecommunications Department
(b) Department of Meteorology and Hydrology
(c) Myanma Posts and Telecommunications.
Under Presidential Office Notification No. 83/2012 of 9 November 2012, the Ministry of Communications, Posts and Telegraphs was renamed the Ministry of Communications and Information Technology.
The Ministry of Communications and Information Technology operated with one department, the Posts and Telecommunications Department, and one enterprise, Myanma Posts and Telecommunications. At Union Government Meeting No. 2/2015 on 15 January 2015, the Information Technology and Cyber Security Department and Myanmar Post were approved as separate organisations, previously under Myanma Posts and Telecommunications.
In 2016, Presidential Office Order No. 3/2016 of 30 March 2016 merged the Ministry of Transport, the Ministry of Rail Transportation and the Ministry of Communications and Information Technology into the Ministry of Transport and Communications.
At the third Pyidaungsu Hluttaw meeting held on 6 April 2026, the Ministry of Digital Development and Communications was established separately from the former Ministry of Transport and Communications.
With approval from Union Government Meeting No. 4/2026, held on 9 June 2026, the ministry’s structure was expanded and reorganised to comprise the Minister’s Office and seven departments and enterprises, with 1,342 officer posts and 15,868 staff posts.
