Posts and Telecommunications Department
Overview
Posts and Telecommunications Department
Background
The government regards telecommunications and information technology development as a foundation for comprehensive national development. The Ministry of Transport and Communications has therefore worked to expand communications networks, apply new technologies and improve service quality, while advancing regional and international ICT cooperation.
After independence and until 1960, postal and telegraph services operated separately under the Department of Posts and Department of Telegraph.
On 25 January 1960, they merged as the Posts and Telegraph Department under the Ministry of Transport and Communications. A Director General headed the department, with the Director of Posts and Director of Telecommunications reporting directly. Nationwide operations were organised into 11 postal divisions, two wireless divisions and three telegraph divisions.
When the Revolutionary Council introduced a new administrative system on 15 March 1972, two organisations were established under the Ministry of Transport and Telecommunications: the Posts and Telecommunications Department, responsible for compliance with domestic and international communications laws, rules, directives, orders and procedures, and the Telecommunications Corporation, responsible for postal, telegraph and telephone services.
The department initially had Grade 3 status with 49 posts: nine officers and 40 staff.
To improve the effectiveness of economic development, transport and communications, the State Law and Order Restoration Council reorganised the former ministry on 29 January 1992 into three ministries: Transport, Railways, and Communications, Posts and Telegraphs.
The Ministry of Communications, Posts and Telegraphs then comprised two departments and one enterprise:
(a) Posts and Telecommunications Department
(b) Department of Meteorology and Hydrology
(c) Myanma Posts and Telecommunications.
With approval from Government Meeting No. 30/99 on 19 August 1999, the Department of Meteorology and Hydrology transferred to the Ministry of Transport on 20 August 1999, as better suited to its work.
Government Meeting No. 7/99 of 11 February 1999 approved upgrading the Posts and Telecommunications Department to Grade 2 with 77 posts: 16 officers and 61 staff.
Under President U Thein Sein’s government following the 2010 election, liberalisation began in 2012 to open state-owned businesses to domestic and overseas investors. To develop telecommunications and keep pace internationally, the Telecommunications Law was enacted on 8 October 2013 as Pyidaungsu Hluttaw Law No. 31/2013. To regulate domestic and foreign operators, Union Government Meeting No. 3/2013 of 17 January 2013 approved upgrading the department to Grade 1 with 819 posts: 196 officers and 623 staff.
In line with government policy to establish ministry offices led by permanent secretaries in place of former office heads, Union Government Meeting No. 2/2015 of 15 January 2015 reorganised the Grade 1 department with 729 posts: 163 officers and 566 staff. The Ministry of Communications and Information Technology then comprised two departments and two enterprises: Posts and Telecommunications, Information Technology and Cyber Security, MPT and Myanmar Post.
Under Presidential Office Order No. 3/2016, dated 30 June 2016 in this source, the ministries of Transport, Rail Transportation, and Communications and Information Technology merged as the Ministry of Transport and Communications. The department operated alongside eight departments, eight enterprises, one university, one college and one school under the ministry.
At the third Pyidaungsu Hluttaw meeting on 6 April 2026, the Ministry of Digital Development and Communications was established separately from the former ministry. It currently comprises five departments and two enterprises.
Directors General who served in successive periods are listed below.
