Myanma Posts and Telecommunications
Background
MPT works to develop telecommunications, recognising that easier communications support administration, the economy, society, education and health. It expands infrastructure and improves existing services to contribute to national development.
Myanmar’s first and leading telecommunications operator, MPT has pioneered the sector for over 130 years. It provides fixed and mobile services to people and businesses, operates the largest nationwide 3G network and a 4G/LTE+ network using MIMO 4×4 technology, described by the source as Myanmar’s fastest and most advanced.
The Burma Posts and Telegraph Department was established on 1 April 1937 under a Director General of Posts and Telegraphs. From 24 December 1947 it was split into Posts and Telegraph departments, headed respectively by a Postmaster General and Chief Engineer.
The two departments operated separately until 1960, then jointly as the Posts and Telegraph Department from 1960 to 1972. Under the new administrative system on 15 March 1972, they were reorganised into the Posts and Telecommunications Department, supervising compliance with domestic and international communications laws and rules, and the Telecommunications Corporation, providing postal, telegraph and telephone services.
On 1 November 1976, the corporation was expanded with state and division manager offices and 8,805 staff to operate on a commercial basis. On 1 April 1982, departments, headquarters stations and state/division offices and stations were expanded for communications development projects. On 1 April 1989, the corporation was reorganised as Myanma Posts and Telecommunications.
Under State Law and Order Restoration Council Notification No. 10/92 of 29 January 1992, the Ministry of Communications, Posts and Telegraphs was established on 3 February 1992 with departments and economic organisations to improve economic development and transport. MPT was included as an economic organisation.
Union Government Meeting No. 2/2015 on 15 January 2015 approved MPT’s structure of 8,556 posts—500 officers and 8,056 staff—from 1 April 2015.
When the Ministry of Transport and Communications was formed on 30 March 2016, MPT was included as an economic organisation. To fulfil national objectives and increase private participation in telecommunications, the Ministry of Communications and Information Technology had enacted the Telecommunications Law on 8 October 2013 as Union Law No. 31.
Foreign operators Ooredoo and Telenor were licensed under that law to meet national communications needs quickly. To compete, MPT examined potential partners with strong financial resources and technology that could best meet its needs.
KDDI–Sumitomo was selected. MPT signed a Joint Operations Agreement (JOA) on 16 July 2014 with KDDI Summit Global Myanmar Co., Ltd. (KSGM), formed by KDDI Corporation and Sumitomo Corporation. Joint operations began on 1 September 2014.
The initial ten-year JOA expired on 31 March 2025. Following sequential approvals from the Economic Committee, Union Government, Myanmar Investment Commission and State Administration Council, a Reinstated Agreement of JOA extended cooperation with KSGM for ten years, from 1 April 2025 to 31 March 2035.
MPT became part of the Ministry of Digital Development and Communications when the Union Government ministries were designated under Presidential Office Notification No. 1/2026 of 10 April 2026.
