Background Following the enactment of the Telecommunications Law (2013), it became necessary to establish a separate department for public services previously implemented by Myanma Posts and Telecommunications: e-government, cybersecurity, e-government training for civil servants in ministries and government organisations, Global Maritime Distress and Safety System (GMDSS) radio stations and state-owned satellite communications. With approval from Union Government Meeting No. 2/2015 on 15 January 2015, the Information Technology and Cyber Security Department was established on 1 April 2015 under Notification No. 9/2015 of the Minister’s Office, Ministry of Communications and Information Technology. Initially, the department comprised eight divisions and 302 posts: 90 officers and 212 staff. It was established to integrate e-government programmes effectively, study new processes and implement new projects, establish ICT standards, support the enactment of necessary laws and coordinate departments in accordance with those laws. Its responsibilities continued under the national cybersecurity policy, Cybersecurity Law, Electronic Transactions Law and e-Governance Master Plan 2030. These included cybersecurity and e-government programmes, IT and cybersecurity human resource development, maritime communications for safety, rescue and protection of vessels along Myanmar’s coast, including natural disasters, satellite communications services and the establishment of a Myanmar-owned satellite system. Evolving processes, technologies and planned expansion required a larger structure. With approval from Union Government Meeting No. 3/2025, Ministry of Transport and Communications Notification No. 47/2025 of 23 July 2025 reorganised the department into ten divisions with 700 posts: 215 officers and 485 staff. On 10 April 2026, the former Ministry of Transport and Communications was reorganised into two ministries: the Ministry of Transport and the Ministry of Digital Development and Communications. The latter initially comprised the Posts and Telecommunications Department, Information Technology and Cyber Security Department, Myanma Posts and Telecommunications and Myanmar Post. Under Notification No. 14/2026 of 29 June 2026, it was reorganised into the Digital Development Department, Information Technology Department, National Artificial Intelligence Technology Development Department, Posts and Telecommunications Department, Cyber Security Department, Myanma Posts and Telecommunications and Myanmar Post. To establish a modern, clean and people-centred digital government, the Information Technology Department was expanded and reorganised into six divisions with 441 posts: 105 officers and 336 staff. It supports government organisations in implementing e-government through drafting laws and policies, providing digital services and technical advice, and developing skilled IT human resources.
